Transitional justice -
it is a way for countries to go from war to peace, ensuring judicial and non-judicial procedures for investigating the most serious crimes committed during the conflict, establishing the historical truth, restoring the rights of victims and institutional guarantees of non-recurrence of the conflict.
The concept of transitional justice in Ukraine was developed by the Working Group on Reintegration of the Temporarily Occupied Territories of the Commission for Legal Reform, established by Presidential Decree № 2019/584.

The concept provides four fundamental pillars:
  • compensation for victims of the conflict,
  • bringing the perpetrators to justice and preventing impunity,
  • ensuring the right to the truth about the armed conflict, and
  • Implementing measures to prevent future conflicts.

Mission of the School
This School is designed to spread knowledge about the principles of transitional justice, promote advanced training of representatives of various bodies of Ukraine in international humanitarian law, international criminal law, and human rights, and promote the information and educational policies of transitional justice.

The School's lecturers are well-known experts from the world's leading universities, representatives of government agencies and committees from conflict-affected countries, and Ukrainian experts in transitional justice leading the reform process. Participants of the School will be representatives of judicial and law enforcement agencies of Ukraine, journalists, human rights activists, academia and students.

Anton Korynevych

He received a PhD in International Law at the Institute of International Relations of Taras Shevchenko National University of Kyiv (2011). For many years he has been working as an associate professor of International law department at the Institute of International Relations of the Taras Shevchenko National University of Kyiv, and was also the Deputy Director for Research and Teaching. Anton Korynevych is a specialist in international humanitarian and international criminal law.

Bill Bowring

Professor of Law, Director of MA Human Rights, Birkbeck University of London

Professor Bill Bowring teaches human rights and international law at Birkbeck College, University of London. As a practising Barrister called to the Middle Temple in 1974, he has represented applicants before the European Court of Human Rights in many cases since 1992, especially against Turkey and Russia. He has acted as a consultant and expert for many international organisations.

He has over 150 publications on topics of international law, human rights, minority rights, Russian law and philosophy. His latest book is Law, Rights and Ideology in Russia: Landmarks in the Destiny of a Great Power (Routledge 2013).

Varvara Pakhomenko
Varvara Pakhomenko has been working in armed conflict zones since 2006, focusing on conflict analysis and resolution, rule of law and development. In 2018-2020 she was Geneva Call's Head of Mission in Ukraine, engaging armed actors in dialogue to increase their respect to international humanitarian law and protect civilians. 2016-2017 she worked in the non-governmental controlled territories of Donbas in her capacity of early recovery Adviser to UNDP Ukraine. In 2011-2016 she was as an Analyst on Europe and Central Asia for the International Crisis Group. In 2006-2009, she worked for Demos Center focusing on conflict in Chechnya, before moving to the Stichting Justice Initiative in 2009-2011, where she covered South Ossetian conflict in Georgia.
